Pro moscow leader elected in chechnya in election by popular vote

In what is likely to escalate the conflict between Russia and Chechnya, leading leader and former ally, Ramzan Kadyrov, 바카라 was elected to the post of head of Russia's regions, which are mainly in the restive south-eastern Chechnya republic.
Kadyrov, as the leader of the Chechen separatist movement that began in the early 1990s, is seeking to create an autonomous zone around himself in the conflict-affected territories of North Caucasus. On 30 May, he was re-elected as president of the regions, which are mostly largely located on Russia's southern border. Kadyrov received more votes than his closest rival, Igor Plotnitsky, of the Kadyrovtsy, a nationalist organization founded by Kadyrov in 1999.
Under Kadyrov, the regions now have the power to create or transfer "sovereign" or "privileged" status to areas controlled by either the republics of Ingushetia in the north, which are controlled by Russian forces, or Dagestan in the south-western Chechen republics that are controlled by separatist forces.
A popular vote is also being conducted to elect the regional leaders. A leading Chechen politician, Ramzan Kadyrov, in his election speech on May 2 was quoted as saying: "It is a good, democratic, and transparent process, one that is based on good human rights, fair competition, fairness in compensation for loss of property and services and free and fair elections." But the "compensation" referred to for the loss of property and services, including human rights violations and lack of the minimum wage and equal opportunities in society have been largely disregarded by the official government and the regions.
One such area of "compensation" to the regions was an order signed by the former prime minister of Chechnya, Ramzan Kadyrov, that stipulated a minimum wage of about 50 euros ($54) a month, a wage that is equal to those paid to the local population.
Kadyrov's victory was the first since his assassination in October, after the collapse of a three-way talks led by the United States and European Union to deescalate the conflict between Russia, Chechnya, and 바카라 Turkey, the Russian-backed rebel state of North Caucasus.
