May 22, 2014

Maryland 바카라 Gov. Larry Hogan on Friday signed legislation that allows the state to issue bonds to fund the creation of "Maryland Promise" programs that provide financial aid and help create jobs.

The legislation approved the Maryland State Development Corp. (MDSC) to issue $11 million in federal and state aid to four Maryland businesses, all local.

Maryland Promise focuses on improving access to economic opportunities for 바카라 low-income individuals. It will be used to create jobs across the state.

The company involved in the legislation, which Hogan and Attorney General Douglas Gansler announced Thursday, is Tinkering with America, based in Frederick.

The companies will help create 400 jobs in the greater Frederick area, Gansler said.

"I am very honored to sign this legislation into law, and I congratulate Senator Hogan and Governor Hogan for it," Gansler said.

Gansler said in a statement that the legislation "provides certainty for our businesses while creating long-term jobs," and has no impact on the company's ability to pursue investments in Maryland.

Tinkering with America, based in Frederick, is the nation's largest private equity firm, and the majority owner of the Maryland-based investment banking firm TD Ameritrade.

The legislation comes after the Baltimore City government announced a series of budget cuts and spending reductions and after the state's economy, tourism and economic growth have all been hurt by the recession.

Citizens Against Peddling Public Land and other members of the Maryland Land Trust were among the many organizations that worked to defeat the legislation.

MDSC is already funding two such programs through the Maryland Land Trust - one to provide tax credits and credits on housing for low-income people and one to help residents purchase property.

The legislation allows the state's financial aid agency to use funds from this program to award up to $350,000 in loans for $100,000 for five years.

Tinkering with America was able to use $150,000 of its own funds to award $100,000 in loans at the MDSC's sole discretion, according to the legislation.

Gansler said in a statement that Tinkering with America's success in its efforts to increase economic growth "in a state with a strong work ethic, dedication to innovation and hig
