In what would have been a very small occurrence in what could be much wider ranging implications, the Illinois State Lottery recently became the first American lottery provider to sell tickets online.

This may seem strange to non-U.S. citizens but it is not through a deficiency of technological capability. The reason dates back to 1961 along with the Wire Act, a piece of legislation which prohibited betting on sports events using the telephone. Until recently, uncertainty about whether this Act also restricted online casino and domino qiu qiu lottery gaming meant no-one risked breaching legislation.

That was until December 2011 if the U.S. Department of Justice decided how the Wire Act only restricted sports betting on the internet and not alternative activities, which include gambling online. The Illinois State Lottery was the first person to offer this particular service and also other States will surely follow.

But what makes this affect the once huge industry for internet poker? What about blackjack and roulette? That's a more complex matter. These games still are afflicted by the end results of the Unlawful Internet Gambling Enforcement Act (UIGEA) 2006 which prohibited the transfer of income to websites offering these games.

Some states are searching for their own routes surrounding this legislation. While all poker fans would choose the government to manage this industry and obtain it back on it's feet, currently it looks like it's going to be as much as the greater progressive States to have the ball rolling.

Nevada could be the furthest along this type of track - at some part the bricks and mortar casino industry in Las Vegas and Reno were set against online gaming, fearing their revenues could be hit. They now have the symptoms of seen the writing around the wall and accepted that this will happen eventually. Consequently some have entered into partnerships with existing non-U.S. online casinos to set up the essential infrastructure when preparing for statewide regulation.

Nevada also boasts the Nevada Gaming Commission which can be already in the act of starting a regulatory framework to govern intrastate on the net. In the absence of any federal, nationwide regulation, American poker players can only hope that this quantity of states that are prepared to press ahead with their particular gaming networks will reach sort of critical mass that can force the governments hand.

The Illinois State Lottery is a small start but hopefully the initial step back for the road to sensible Casino legislation.
