Sa farming in 2015. And the total area of the proposed project, which includes four plots between Tumwater and Litchfield, grew 6%, according to state estimates.

"This is all about improving access to land and access to water, and we will see how well those things work together," said Eric Kostin, an attorney with D.C.-based Public Citizen, 바카라 which wants the environmental review completed by November 2013.

D.C. Attorney General Karl A. Racine (D) said Wednesday that officials were still reviewing the study's findings and 바카라 would not comment on them.

"I can't confirm or deny the findings and statements that the Department has made during its review," Racine said.

D.C. Council members say they have mixed feelings about the study's findings. One, Council member Mary M. Cheh (D) argued that it was premature to discuss the issue, because of pending appeals. Another, Council member Tony M. Waxman (D), said the environmental panel's study does not indicate how much of land would be sold off and who would own it. The council is considering a resolution calling for the study.

"I'm a fan of D.C. having the opportunity to evaluate public health risks and costs associated with a project," said Council member William M. Gross (D-Ward 4). "What's different about this study is that it's coming from a scientist with an expertise in the development of healthy eating."

"It's an interesting question in theory; it's not exactly a hard question in practice," said Council member Marion Barry (D-Ward 8), who represents an area bordering Tumwater and is opposed to the site acquisition. "Is it a good idea to sell off portions of your farmland? It depends on what you mean by 'good.'"

Barry added that, for the first time since the 1970s, D.C. will have a public health commissioner and that many residents, including herself, support the use of agricultural products and not the use of chemicals to treat sewer systems, which can cause health problems. "I feel pretty strongly about this," she said.

"I understand that this is a major, ambitious idea," said Council member Mary Cheh (D). "But I also understand that they made some pretty bad calls during the campaign and it's going to be challenging to have an outcome that really puts this into perspective."

But others say that the proposed farm project could have a direct impact on residents' health. "It's just crazy that the people who work in the food service industry can afford to eat so well on their own land and also benefit economically from a D.C.-area project," said Tumwater resident Bil
