The attack on the Stade de France on June 18 brought France's season to a shocking end when one of the sport's brightest stars, forward Paul Pogba, was killed by one of four suicide attackers.
"In the next few days the police will start examining the incidents that took place inside the Stade de France," the prosecutor, Sylvie Guererand, said.
"There can be no doubt... there are terrorist elements within football. We have to investigate them and punish the perpetrators."

France hosted the last-16 games of the European championships in England, France and Germany on Saturday.
On Friday police arrested a former Arsenal player, who they allege was involved in the July 24 blast and the subsequent suicide attack on the stadium, near the Stade de France and the Hotel de l'Argenteuil.
Another 22-year-old is under surveillance and faces questioning, the police said on Tuesday.
Two women are also being questioned over an alleged attempt to bring down the Stade de France over the weekend.
Police also discovered four explosive devices, including the ones used in the attack on the Stade de France, in the north of the city on Wednesday. The charges include attempted murder, possession of explosives and criminal damage.
The four explosives were found at one of the homes.
In 2006, the same suspects, identified as the men who brought down the World Cup in Tunisia, carried out a similar attack on the venue. No casualties were reported in that attack, which was claimed by Islamist militants but never connected to Islamist terrorism. (Additional reporting by Rachid Kassa and Siphiwe Nge/Editor's not
